Build a Flooring Renovation Brief in Singapore

Turn a floor plan and a few practical observations into a brief suppliers can quote consistently.

Describe the project in one page

A useful brief gives suppliers the same starting point. State the property type, rooms, approximate area, current floor, proposed material shortlist and intended timing. Include photographs that show transitions and issues, not only the desired interior style.

For a home, note whether it will be occupied during the work. For a business, include operating hours and the areas that must remain usable. These details affect planning and the scope of a proposal.

Map the room conditions

Observation What to record
Use Bedrooms, workstations, entrance routes, deliveries and furniture movement.
Exposure Likely spills, outdoor rain, direct sunlight and known moisture concerns.
Existing floor Material, previous overlays, visible damage and changes of level.
Care Who cleans, available equipment and realistic maintenance frequency.
Access Delivery, storage, working hours and coordination with other trades.

Separate preferences from requirements

Write design preferences such as colour, plank width and texture in one section. Put essential requirements such as permitted room use, preparation and repair access in another. A supplier can then explain which preferences fit the system and which need a trade-off.

Avoid prescribing a number you cannot justify. For example, a desired overall thickness should be connected to construction or transition needs, not treated automatically as a durability grade. Ask for the evidence relevant to your actual activities.

Include the work around the material

State whether removal is expected or whether an overlay should be assessed. Ask for preparation, fixing accessories, trims, skirting, furniture movement and disposal to be identified. Clarify which items are fixed and which await a site visit.

Use the same scope when asking several providers for a quotation. Otherwise, one company may quote a complete installation and another a supply-only quantity, leaving the totals difficult to interpret.

Coordinate property arrangements

For an HDB project, check current official renovation guidance for the proposed work and identify approval responsibility. For a condominium or managed commercial building, obtain the relevant management arrangements directly. Include confirmed access conditions in the brief instead of relying on another property’s rules.

Attach a manageable set of labelled photographs. Avoid sending confidential plans to businesses you have not chosen to contact. Keep the submitted version so you can compare responses against it.
